Housing & Cost of Living in West Bengal
What a West Bengal household actually spends per person each month — on food, on fuel, on rent — and the dwelling it spends it in. State-level HCES 2022-23 and NSS 76th Round 2018 — the two authoritative household surveys.
West Bengal spends ₹3,239/person/month in rural areas and ₹5,267 in urban areas — 14% below the India rural average and 19% below urban. Rural Gini of 0.261 is one of India's most egalitarian distributions; urban Gini of 0.349 is above the national urban average, reflecting the Kolkata-vs-mofussil gap. Food still takes 47% of rural expenditure — a strong Engel signal. Housing condition is mostly improved (90% of rural households own a latrine) but piped drinking water remains rare rurally (12% vs India rural 58%) and LPG hasn't fully displaced biomass.
Key figures & data tables
Monthly per capita consumption expenditure (MPCE) in West Bengal is ₹3,239 rural and ₹5,267 urban (2022-23), against ₹3,773 and ₹6,459 for India — 14.2% and 18.5% below the national figures. That places the state #25 rural and #29 urban out of 36 states and union territories. A decade earlier, in 2011-12, the figures were ₹783 and ₹1293.
Inequality runs the other way in the two sectors. The rural Gini coefficient is 0.261 against 0.266 for India — one of the more equal rural distributions in the country. Urban Gini is 0.349 against 0.314, above the national urban average.
Food still absorbs 47.1% of rural and 41.2% of urban spending in West Bengal — a classic Engel-Law signal of modest incomes, down from 59.4% (all-India rural) in 1999-00. Rent takes 7.5% of urban MPCE (₹395/person/month) versus 6.56% for urban India.
On housing conditions (NSS 76th Round, 2018): pucca dwelling 55.3% rural / 90.4% urban; piped drinking water 11.8% rural / 60.2% urban; improved drinking water 96.7% rural / 97.7% urban; electricity for lighting 93.4% rural / 99.5% urban; latrine ownership 89.9% rural / 96.4% urban; lpg as primary fuel 34.6% rural / 87.9% urban.

›Rent as a share of consumption expenditure, West Bengal vs India(2 rows)
HCES "rent" covers actual rent paid by tenant households only — it does not include imputed rent for owner-occupiers. The true housing burden for a household is higher because owners face property tax + maintenance and tenants face deposits + brokerage that do not enter MPCE. The factsheet's rent-as-%-of-MPCE is therefore a floor on housing cost, not a rental-to-income ratio.
