Work & Livelihood in West Bengal
Who works in West Bengal, on what terms, and for what return — measured through the national labour survey, the rural wage-employment guarantee, the unorganised-worker register, and the time-use data that captures work the economy doesn't count.
Roughly half of West Bengal's 15+ population is in the labour force — below the India average of 60%. Unemployment is close to the national rate but hides a sectoral skew: 36% of workers are still in agriculture. The rural wage-employment programme that used to absorb seasonal slack has been paused since 2022, costing the state ~28 Cr person-days a year. The unorganised workforce is so large that 2.78 Cr have registered on e-Shram — India's #4 state. And behind all of this, women spend six hours a day on unpaid care work that never enters GDP.

West Bengal’s labour force participation rate is 49.6% (51.3% rural, 46.3% urban) for persons aged 15+ (usual status, ps+ss), with a worker population ratio of 47.2% and an unemployment rate of 4.9% (4.1% rural against 6.4% urban) in 2023-24. Unemployment is a distinctly urban problem in the state.
Employment is more services-led than the national pattern: Agriculture 36.5%, Industry 22.1%, Services 41.4% in West Bengal against Agriculture 46.1%, Industry 24.4%, Services 29.5% for India.
MGNREGA generated 7.42 crore person-days in 2024-25 across 98,50,000 active workers, at an average daily wage of ₹237 and 38.1 days per household. Women were 45.2% of person-days, Scheduled Castes 27.8% and Scheduled Tribes 7.1%. Murshidabad generated the most at 72.1 lakh person-days. The WB MGNREGA fund dispute began Feb 2022. FY 2024-25 spend is ~20% of pre-pause peak. District relativities (which districts lead, which trail) remain stable year-on-year.
On e-Shram, 2.78 crore unorganised workers from West Bengal are registered — rank #4 in India and 9.03% of the national 30.8 crore. The Time Use Survey 2019 found West Bengal women spending 369 minutes a day on unpaid domestic and caregiving work against 62 minutes for men — a ratio of 5.95×, wider than the national gap.
